The history of the formation of the Federal State Budgetary Institution FBI «RCFH» begins with the government decree of 1938 on the creation of a forest pathology expedition at the All-Union Forest Management Office "Lesproekt". It was entrusted with the functions of monitoring the appearance of dangerous types of pests and diseases and organizing the fight against them. In the future, the expedition underwent a number of organizational changes from 1945 to 1949. It was called "The Moscow Forest Pathology expedition of the Central Aerial Forest Management Trust of the All-Union Lesproekt Association", and from 1949 to 1951 - "The Forest-biological Expedition of the Ministry of Forestry of the USSR". During this period, it was assigned the functions of not only detecting, but also direct aviation pest control. From 1951 to 1976, under the name "5th Moscow Expedition of the Central Aerial and Forest Management Trust of the All-Union Lesproekt Association", it conducted planned expedition surveys throughout the Soviet Union and abroad. By the end of this period, the annual volume of surveys was more than 10 million hectares. In 1976, due to the formation of a number of branches, the largest of which was located in Bryansk, the expedition was transformed into the "Moscow Specialized Forest Management Enterprise of the All-Union Lesproekt Association", and the maximum volume of work reached 13 million hectares.
With the beginning of perestroika, a new cycle of organizational changes began. The Moscow Specialized Forest Management Enterprise (MSLUP) was incorporated into «RESEARCH AND INFORMATION CENTER for forest resources» as a structural division and in 1997 was named the Moscow Specialized Forest Management Expedition «RESEARCH AND INFORMATION CENTER for forest resources».
In 1998, the Russian Forest Protection Center was organized on the basis of the Moscow specialized expedition «RESEARCH AND INFORMATION CENTER for forest resources». By Order of the Ministry of Natural Resources of the Russian Federation No. 232 of March 19, 2001, the Russian Forest Protection Center was reorganized into the Federal State Institution "Russian Forest Protection Center". At the same time, the existing Forest Protection Centers in the constituent entities of the Russian Federation were transferred to it as branches.
In recent years, there has been a process of strengthening the Russian Forest Protection Center, transferring new functions to it, and creating new branches. Currently, the Federal budgetary Institution "Russian Forest Protection Center" (FBI «RCFH») has 43 regional Forest Protection Centers and several other separate divisions.
